Anil links to NYC Rent Stabilization and Rent Regulation, one of the clearest and most usable government websites I've seen. You can see a list of regulated buildings, read FAQs about tenant's rights, check to see if you're paying more rent than allowed, etc.

If only the byzantine and stalinist rent regulations followed this example of simplicity and ease...
